Olympics & major events

Facts

  • The Games ran from 19 November to 4 December 1982 at the Jawaharlal Nehru Stadium and other Delhi venues, with 32 nations taking part [1].
  • The government approved expenditure of Rs 54.83 crore in November 1980, and a 1982 parliamentary reply said a further Rs 7.21 crore was likely to be spent; hotels and approach roads were not financed from the Asian Games budget [2].
  • Kuwait's ruler gave a Rs 12 crore cash grant for an indoor stadium; the Delhi Development Authority and the New Delhi Municipal Committee funded other venues [2].
  • India finished with 13 gold, 19 silver and 25 bronze medals, 57 in total, its best performance since 1951 [3].
  • The Games introduced colour television in India after a Union Cabinet decision; Doordarshan bought four outside broadcasting vans, and imported colour sets were allowed [1].
  • On 18 September 1982 the Supreme Court decided People's Union for Democratic Rights v. Union of India, concerning workers on the Asiad construction sites [4].

Why

Reasons given by those who did it

  • The government stated it would host the Games and build sports and urban infrastructure in Delhi for them [2].
  • The Cabinet decision to broadcast in colour was taken ahead of the Games [1].

Criticism of that reasoning

  • The petitioners in the Asiad workers' case alleged that contractors paid workers below the statutory minimum wage and that child labour was employed [4].

Benefits and concerns

Benefits (2)

  • Created sports venues and a broadcasting capability that stayed in use.Stadia and pool built in Delhi [2]; Doordarshan introduced colour broadcasting, with colour sets imported after the Games began [1].
  • Better medal tally than at recent Games.13 gold, 19 silver, 25 bronze in 1982, India's best since 1951 [3].

Concerns (2)

  • Workers on the construction sites were found to be paid below the minimum wage, and the court treated this as forced labour under Article 23.The Supreme Court, Bhagwati J., held in September 1982 that labour below minimum wage falls within 'forced labour' and directed the Union, DDA and Delhi Administration to ensure minimum wages [4].
  • Some venues saw limited use afterwards. An editorial reports the Nehru Stadium was shut for years with no activity [5]. This is a commentator's account and not an official utilisation figure.

In depth

Delhi hosted the Ninth Asian Games in November and December 1982. Preparation began in earnest after 1979, leaving a short construction period. The approved expenditure was reported to Parliament at Rs 54.83 crore, with additional sums from other agencies and a grant from Kuwait for an indoor stadium.

The Games are also noted for the introduction of colour television. The Cabinet decided to broadcast in colour, Doordarshan bought outside broadcasting vans, and colour sets were imported. Sources differ on the number of sets imported (50,000 permitted as of November 1982 against a later reference to one lakh).

The Supreme Court decision of September 1982 arose from a petition by a civil liberties group about conditions of workers on Games sites. The court held that payment below the minimum wage amounted to forced labour and directed authorities to ensure minimum wages. It is also cited in the development of public interest litigation.

Official total cost figures and venue utilisation data were not retrieved; the 1980 and 1982 figures in Parliament differ, so confidence is low. Medal counts are from secondary sources.
