Cockroach Janta Party (CJP)
An online satirical youth movement launched on 16 May 2026 that has since held protests, had its X account blocked and then ordered restored, and seen its leaders detained; it is not a registered party.
A dossier is a fact file. It records what is on record and who said what; it does not give a verdict. It is not scored and earns or loses no party points. How dossiers are written.
The Cockroach Janta Party (CJP) began on 16 May 2026, a day after Chief Justice of India Surya Kant said in a Supreme Court hearing that some youngsters were “like cockroaches” without employment [3]. The Chief Justice later said he meant people with fake degrees [1][3]. Abhijeet Dipke, a political communications strategist, launched the group online as satire; its name plays on the Chief Justice’s remark and the form of Indian party names [3][4].
It describes itself as a youth front and is reported not to be registered with the Election Commission of India [9]. A Panipat lawyer reportedly applied in May 2026 to register the name separately under Section 29A of the Representation of the People Act [8].
On 21 May 2026 the Ministry of Electronics and Information Technology directed X to withhold the group’s account under Section 69A of the IT Act, 2000; the order is confidential and no public reasons were issued [2]. The Union Government told the Delhi High Court the account had allegedly sought to mislead students about NEET 2026 [1]. On 7 July 2026 the court revoked the order, observing that the main concern no longer survived [1][10].
Between June and July 2026 the group led protests over examination paper leaks, including a march to Parliament on 20 July that police said was unauthorised and dispersed with tear gas and batons [6]. On 10 October 2026 Dipke and two other leaders were detained on arrival in Delhi ahead of a rally seeking the Chief Election Commissioner’s resignation, and a court ordered their release the next day [7]. Details of the legal provisions used differ between sources (see notShown).

What these facts do not show
- The Delhi High Court orders of 29 May and 7 July 2026 were read (sources 10 and 11) but not the court's own website copy; the MeitY blocking order (confidential under Rule 16 of the IT Blocking Rules), any FIR or police statement, and the Election Commission registers were not read. The 10-11 October detention facts and the 20 July march come from news reports.
- Legal basis and terms of the 10-11 October 2026 detentions and release are not established by a source opened: Wikipedia names BNSS sections 126 and 170 and a Rs 50,000 bond, while Reuters says only an undertaking to maintain public peace; the CNN report cited in search results was not accessible.
- Whether the group is registered with the Election Commission: reporting says it is not, and a Section 29A application by a third party was reported in May 2026; no ECI record or ruling on it was found. The ECI website could not be fetched.
- No FIR, charge or conviction against Dipke or other named leaders was found in sources opened. Reports of other cases (a Supreme Court PIL and an Allahabad High Court PIL, both said by Wikipedia to have been dismissed; a PIL on police force listed for 11 September; probes by West Bengal and Punjab police into alleged plots) were not verified against primary or news sources.
- How the group is funded is not documented in any source opened. Allegations about foreign funding or follower origin were not verified; the Ministry of External Affairs reportedly declined to comment.
- The facts do not establish the group's membership size, the origin of its followers, or the motives of the authorities, platforms, supporters or critics. Follower figures (11 to 29 million on Instagram) vary by date and source.
- Crowd, injury and detention numbers for 20 July and 10-11 October 2026 vary across reports and are not given as data here.
